Allow me to clarify the situation: although Xiaomi does update the upper level skin, the Android version beneath is not necessarily tied up with it. Matter of fact, Mi 8 and Mi MIX 2S recently received stable MIUI 11 OTA, but their Android 10 update went live via beta channel merely hours ago.
Xiaomi is known for backporting various features from higher version of Android. The 11th generation of the custom skin is currently rolling out for a number of Mi branded phones.
