Nokia took a big step forward and finally announced the retirement of those pesky Evenwell apps (responsible for abruptly killing apps in background). Some residues are still there, but this was indeed a welcome move from the OEM.
When our devices that launched with Android N or Android O originally upgraded to Android 9 Pie, we started to gradually disable Evenwell while carefully monitoring end user feedback. Now we have completely disabled Evenwell from our legacy devices so even if you see the solution there, it does not do anything. On our new devices launching with Android 9 P (or later) releases we do not have Evenwell at all.
Chinese Android vendors are known for including notorious dirty ‘hacks’ to save some battery juice. Be it Xiaomi’s MIUI or Huawei’s EMUI, you can easily find ‘battery manager’ apps that are part of system software.
Those modules prevent background polling pretty aggressively. As a result, users fail to get instant notifications from apps until those are manually re-opened. Believe it or not, OxygenOS from OnePlus is infected with this contamination as well!
the new update messed up the vibration notifications for WhatsApp. It’s a short low intensity one now. Can’t change it in phone settings or Whatsapp settings. Allow us to customize it! I hope a fix is rolled out ASAP.

Good morning I have a problem my OnePlus 6 (White silk) when a message arrives on WhatsApp or a notification on facebook, Instagram, or an email does not sound vibration. I have already proceeded to reset the phone app but the problem persists @OnePlus_Support

Apparently OnePlus is trying to revamp the battery optimization feature in the upcoming OxygenOS 10. In the latest Developer Preview 5 (based on Android 10 Beta 6), they gives users more granular choice to whitelist apps.
As you can see, the ‘Intelligent Control’ is something new. According to the description, this is more of a dynamic in nature option that ‘automatically’ calculates per-app strategy based on the characteristics and running pattern of them.
Sounds familiar? OnePlus probably coded it on top of Google’s own AI enabled background app power handling (aka Adaptive Battery). Reusing doze features from AOSP could be the clever trick, but you still can’t force the new mode on built-in system apps.
The previous ‘optimize’ function was severely criticized for not mandating user choice and resetting itself after every software update. Guess this time the Shenzhen based OEM is going to give their customers an overall streamlined experience.
