This seems to be more of a server-side issue since it affects both new and existing users across different types of devices.

Because of this issue, users are unable to complete the sign-up process. Others have reported problems when attempting to change the phone number associated with their Twitter account as well.

It seems like Twitter is flagging some real and valid phone numbers as invalid and also fails to recognize certain valid country codes.
