The news of the Substrate Safe Mode fix was shared by checkra1n team in a tweet yesterday. As per the tweet, the update fixes a bug that prevents jailbreak devices from booting while in jailbroken mode.
So, if you have not already updated your preferred package manager, you should do it now to get the Substrate Safe Mode fix. There is, however, no information if the fix is available for the Windows users or not.
Nevertheless, users seem to be happy with the Substrate Safe Mode fix. In follow up tweets, many users thanked the checkra1n team for sharing the information and Saurik (Cydia Substrate developer) for the quick fix.
In separate news, checkra1n jailbreak, which is based on unpatchable bootrom exploit called checkm8, was updated last week. The update allows users to jailbreak their iPhone or iPads on v13.3.1.
Moreover, the update also added support for Linux systems and introduced a CLI, called webra1n, which is an experimental web-based UI.
