I just posted a workaround dealing with this hours ago in another thread in here. This can be done solo, by doing this…

1.Create a new character on account with the issue

2.Choose main story over WONY

3.Boost character to level 30.

4.Go to the Pentagon and complete story.

5.Make sure to exit mission after defeating Marauder drone. DO NOT FAST TRAVEL OUT OF PENTAGON! (Was what I did wrong!)

6.Complete DARPA story, then replay DARPA on hard mode.

7.Once completed, log back into issue account; go to quartermaster (if you don’t have tracking up for firewall) and verify stage 4 is complete.
