Update: On June 30, Google confirmed that the Photo books checkout error is now fixed. Following is the exact statement from a Google employee:
“Apologies for the inconvenience—we’ve identified the issue and have fixed it. Please try again!”

Is your Photo Book order stuck at checkout? Lately, this is what Google Photos users are encountering.
For those unfamiliar, Photo Book is a personalized collection of photos stored in Google Photos. It can be a softcover as well as a printed hardcover. So the issue is, those ordering a Photo Book get stuck during checkout. The web page loads for a while and then an error pops up saying “Trouble checking out” irrespective of the Web browser being used.
The error was first reported on June 7, 2017. On June 28, 2017 an expert from Google Products addressed users saying:
“I passed your reports to Google, if I have any additional information or updates I’ll let you know here”.
It’s clear that the problem has been escalated to the concerned team, although Google is yet to officially acknowledge it as a bug. If this problem is bothering you as well, keep checking back here for further updates.
