@AppleSupport I can’t connect to my App Store. I’ve logged in and logged out. My data is fine. Is there something wrong with the server? How can this issue be resolved?

Original story (from Feb 01, 2019) follows:
After Apple disabled the Group Facetime feature earlier this week due to a nasty bug, We’re seeing some reports from Apple users that say the App Store (or view Apple ID) is not working for them. Few say they can’t even connect to the company’s app marketplace application. Here are a handful of reports:
The frequency of reports currently is low, so it doesn’t seem like every Apple device user is affected. But it could also be that the issue is spreading slowly.
Anyway, we couldn’t find any official word from Apple on the matter, but will surely update this story as and when we find more newsworthy stuff related to this matter.
Until then, let us know your App Store experience in the comments section below.
Update 1
Looks like devices with specific iOS versions are facing this problem:
Tested 2 devices on 11.1.2 AppStore is down. Tested 8.3, 9.3.3, 10.2, 11.3, 12.1 and all is fine. How odd.
— JunesiPhone (@JunesIphone) February 1, 2019
Has Apple done this to make people update to iOS 12? Less likely, but there are reports:
oh and now the app store isn't working on my iphone? apparently this is happening to a lot of people on ios11 but i'm NOT upgrading to 12 while that connection bug is still around so like.
— melly👑@unbrilliant glory 🐴 (@reunionizes) February 1, 2019
could this please get fixed asap.
Update 2
Some Apple Music and iTunes users are also reporting issues:
@AppleSupport My Apple Music, App Store and iTunes is not working. When I go to any of them is says it can not connect to the server.
— Jay Cuellar (@CuellarJanetzis) February 1, 2019
Update 3
Someone posted this workaround on Reddit:
I was able to connect (but not do much else) by setting my date back to the 29th. Please try it and report what works!
Telegram says update issue at Apple’s end
Telegram users have been reporting a strange issue for a few hours now. They say even after updating to the latest version 5.3 from the App Store, the app doesn’t update.
@telegram have you seen your new version 5.3 app update that does not work? Tried on 2 devices: it updates, refreshes and show the same update available. But real app update does not happen. Fix it! Watch my video! #telegram #iosappfailures pic.twitter.com/2W4DwLIRfR

What’s good is, there’s an official word on the matter, with the company saying it’s an issue at Apple’s end.
This seems to be an issues on Apple's side. Getting the same here, the App Store gives you the wrong build for some reason. Will probably get fixed soon, it's likely some delay in the rollout.
— Telegram Messenger (@telegram) January 31, 2019
Meanwhile, users say some other apps like Skype are also exhibiting similar behavior.

Note that unlike the connectivity issue, this updates-related problem doesn’t seem to be iOS 11 specific.
Anybody else having this issue? App store keeps showing update available after updating the apps in iOS 12.1.3

Will update this story as and when we have more information to share on this matter.
Update 1
Another app developer says updates issue is at Apple’s end:
Hi! This is seems to be an App Store issue. We’re monitoring closely its progress and we’ll post updates as soon as there’s progress.
— Neybox Digital (@neyboxhq) February 1, 2019
Update 2
Here’s a security researcher summing up all these ongoing issues with App Store:
Seems like Apple has an AppStore / iTunes outage (can’t download apps) for specific iOS versions 11.0 - 11.1.2 currently not being reported in their system status. Confirmed reports from 4 other people around the world. <Error>: SSBag: [8A30DE0E] Unable to load bag

Update 3
Telegram’s CEO Durov has confirmed the Apple App Store issues. Here’s what he said in his latest post about a new Telegram update:
It seems iOS users have to wait a while to get the update, because the App Store has been experiencing issues since yesterday. I expect that Apple is going to get their issues sorted out in the next few hours as Cupertino is waking up
Update 4
Both connectivity and updates issues should be fixed by now.
