There are a number of inconsistencies as well as uncertainties with the feature right now. For some, it keeps randomly disappearing and then reappearing (1,2,3,4,5), while others have not even gotten it yet (1,2,3,4,5).

It appears that this feature is still in its testing phase and will gradually roll out to everyone. In fact, some users have already started to receive the new Instagram notes function (1,2,3,4,5).

However, as part of the testing process, users may suddenly gain or lose the functionality. It is also possible that some people might never get it, before the complete release.

So, until Instagram rolls out the complete and stable feature, this situation will likely continue to persist. Hopefully, the notes feature gets released as soon as possible.
