Seems like, it’s difficult for YouTube to take a break from issues. A significant number of users are now complaining that the service is not letting them reply to other users’ (or even their own) comments. Instead, an error notification stating ‘We weren’t able to add your reply. Please try again‘ pops up.
Going by the reports, the problem creeped in a couple of days back, and occurs irrespective of the browser being used – Firefox, Chrome or Safari. Those affected clearly state that posting a new comment is not an issue, as the glitch lies only in case of reverting back to comments already posted on videos.
Following is a selection of user complaints explaining the problem in question:
I’m having the same problem. Started a couple of days ago. I can add new comments, but can’t reply to ANY comments, even my own. I tried with another account and it works. I tried other browsers with this account and it doesn’t work. No need to clear cache or cookies if I tried with multiple browsers
I’m able to post a comment anywhere on YouTube I just can’t respond to any comments made to me or made to others
Just noticed I have same issue as well, Can’t reply to comments but can create new comment
I can’t reply to any comments at all- even my own comments. I see the reply button, I can click the reply button, and I can type out a reply, but clicking the final button spits out the error message: ” We weren’t able to add your reply. Please try again.”
On my computer, when I try to reply to a user’s comment, I get a “We weren’t able to add your reply. Please try again.” error. If I go to my phone to the exact video and user comment, I can post the reply just fine
Not only the official help forum, similar reports can be seen even on Reddit and micro-blogging site Twitter as well.

It’s also worth mentioning that based on one of the expert’s suggestion (on the official YouTube help forum), some of the affected users have confirmed that reverting back to the older layout of YouTube is the only temporary solution that worked for them. Following is what the expert said:
Well I am concerned that you are facing with the issue. I would recommend you to change to the older YouTube layout, and you will be able to reply again
